The London Times of May 24th, in a leader on the Paoifio mail subsidy eoheme, says that if there is one feature by which the history of the twentieth century is likely to be distinguished beyond all oth.r. it bids fair to be the development of the opon shores of the Paoifio by a movement of civilisation of the world like that already seen on tha shores of the Mediterranean and the Atlantic.
