0 THE GOVERNMENT'S SCHEME. [_PKB PBKSS ASSOCIATION.] Wellington, This day. The Government are engaged in drawing up a scheme for the'•'classification, of the whole of the Civil Service. Sir Julius Vogel's proposals in the Financial Statement of 1887 tre, the basis, and power is already giver, under the Act of 1860 to classify. No further legislation is needed, but the Government contemplate consolidating the laws relating to the Civil Service, and taking power to appoint an advisory council of the heads of departments. The officers will be divided into eight classes, each with four divisions, the lowest being cadets and the highest those with salaries from £450 to £800. No distinction is to be marie between the professional and clerical branches. Promotion will be mainly by m«rit, but Parliament may be from time to time asked to vote increases in one or more divisions if it should seem the salaries paid are inadequate. Huch increases wilt not be regular, and will always be subject to vote of Parliament. As soon as the classification is completed it will be gazetted, out appeals will be allowed, a." Ministers recognise it will beimpossible to makti a satisfactory adjustment at tho first attempt, and time must be allowed to smooth away the irregularties of the present system.
