Sir Henry Parkes's new Licensing Bill provides that licenses shall be grantod for threo years, this lengthened duration of the license to be regarded as sufficient compensation to tho publican for any loss he may sustain thereafter by the non-renowal of tho license. A two-thirds majority can prevent a renewal, a simple majority can reduce the numbor of licenses by a certain numbor and determine whether now licenses shall be granted. THE SHOOTING SENSATION.
