[PKE PEK39 ASSOCIATION.—COPYRIGHT-l (Received September S, noon.) London, September 7. Owing to the resignation of members of tho Parliamentary Committee of the Trades Congress who object to the eight hours instructions to the delegates, for which legal enactment is sought, it was announced that Mr Burns had passed on the committee. The fact was received with cheers and groaus. The uon-unionists employed on tho NewYork Central railway have been armed with revolvers for their protection against illusnge by the unionists.
