Smith, leader of the House of Commons, wi.l accept a p .erage, aud that Mr Balfour will succeed him. Mr W. L. Jackson, financial Secretary to the Treasury, is mentioned as likely to asi&nie the Chief Secretaryship of Ireland. Sir Michael flicks-Beach, President of the Board of lrado, will probably tako charge of the Colonial Office, Lord Knutsford becoming Lord irivy seal. The Marquis of Salisbury bas declined to accept the overtures of tho friends of Lord Randolph Churchill regarding- the latter rejoining the Cabinet. It is announced that tho Marquis of liartingtou willmarry tho Dowager Duches* of Manchester in April.
