Waipawa County Council.

MONDAY, 7th OCTOBER, 1889,

[own ooebesfondent]

The following Councillors were present:— Messrs. Hall (chairmanJ, Brabazon, Smith, Ericksen, Mackay, Bibby, Ross, and Herriok.----•- -■■ ■ ■•--■.. .....--..-..,-■ in Ruataniwha Road Board for warded, a motion passed by the Board to the effect that the cost of maintenance of the new road between the Waipawa Bridge :and Wnipawa-rnate was too gi&tlC-'fbr the to bSar,.asking that it be mado a county- road, and suggesting I that the old road from /Waldron's corner to tho Mate bridge-be made a district road in

Herriok gave a "notice of motion'for • a ~special;>- meeting on 27th November to dear with this matter.

The Manga-atua Roi?.d Board asked that a promised grant of£so for Holder's road bo paid over: The clerk' said" it was promised to be. paid when in funds.—Cr. Mackay moved that, it be paid.—Orr Hal said this distriot had, moro county roads than any other in the county, and it would be an injustice to his own riding to support it—Seconded by Cr. Smith.—Crs. Ericksen and Brabazon moved an amendment that consideration be postponed. Carried by 4 to 3. ■"' Chairman Takapau Road Board*"wi_te re proposed arrangement as to deviation at Lambertford that they declined to agree with it, but would give £60 if the Council would take over the deviatiou and make the road.—Mr Smith pointed out that a new Public, Works. Act had just been, .passed which simplified cases of this kind, and moved that if the Board would send the £60 the Council was willing, to make i the exchange and do the work.—Col. Herrick seconded, and it was carried. The Surveyor-General wrote re the request of the Council to lay off a road from Oringi to Kumeroa, that Government had no power to take the land, it having lapsed under the Native Land Act, and suggesting taking the road under the 1882 Aot.— Mr Smith to see Mr Gaisford about it before nextmeeting. ,-■.•■■,..,'..'.'. ; ' .. Some Government circulara were directed to be acknowledged and laid on the'table. A letter fromMr H. Ellison re survey of a road was read. He said the question was not whether the plans were completed to satisfaction of Chief Surveyor, but whether his contract with the Counoil was completed.!— Referred to tho county solicitor. Charles Vigor called attention to flip* bad

state of the Hampden-Guawas the H.B. County boundary,- on which nothing had been done.—The Overseer' iaidifcon-- /" siderable work had; been done.—-To* be / informed that the matter would be attended ' jtp..'.., " " "'"" ' Crs. Brabazon_ and _Mackay to. act as Finance Committee for the day in the absence of Cr. Ross.' - •.-'.*-'-,.,';

Several sums 'were received■>frotn< tho Treasury, including £169, £130, and £3, the latter being goldfields revenue. • The following Road OveraeerJsrepdrtVas read :_-"■'.. '■■ - .-'■■ •. •' ;i ' •.-.•:

Waipawa Riding;— The pdnting of the Waipawa Traffic Bridge is now completed. —The usual maintenance labor is being carried out satisfact6rilyi; the contractor having been engaged during tho -month delivering metal and clearing off,slips which have occurred since the later rains'. ■■•'-■•'■' '■' ■

Waipukurau Riding.--Theroads throughout this riding are in good winter condition; the maintenance work having, so far, been carried out satisfactorily.

Ruataniwha Riding.—As instructed, I have examined that portion of the old Sherwood Road, running alongside the boiindary of tho Makaretu Merged District a distance of 43 chains, the Ruttaniwha Road District being on tho other side of the road, and consequently is liable for half the dost of repairs. I may state that the complaints made by the petitioners, referring to the condition of this part of the road, is quite correct as the Butting leading down to the river is much too steep to be safe, and the cost of lowering the grade on the present cutting and inserting a new oulvert, also doing the necessary stumping will amount to about £30.—Thi-ire i. much need of something- being".done to \open those roads'.for '.traffic, where tho deviations have recently been sanctioned by the Council, as the settlers cannot get access to their sections, unless on foot, especially during the winter months, one ia particular is most urgent, being the road leading from the Tukipo Bridge, on the Ashley-Clin ton-Blackburn road leading to Consotts and other sections; to fall the bush and form ! a bridle track;'would cost* about £30. Thero is some deferred paymentthirds available for work on this road.—On Cook's

road deviation it - will 'take about £3b to open it fortraffiG independently of fencing,— There are portions of the Ashley'-Clintou-Takapauroad in a very bad state, Especially between the Manga-rewai river and the junction with Ireland's road, the intervals betvjpen the metalled portions being almost impassable. I would recoomend that it "be metalled as soon as the weather will allow;

the costttill be the present month 1' intend renewing a number of defective culverts on Balsillie's road, as they are in a dangerous- condition : the coat'of doing so will be taken out of £100, granted to the Makaretu Merged District. The proportion of the grant due to this road would nave-been expended soitc months ago, but was delayed pending the Council's decision re the deviation of - this - road through Lambert's paddocks. .- v. Woodville Riding. — There have been numerous small slips on some of the roads in this Riding during the past month, especially on the Kumeroa road, but have since been cleared off by the contractor. ? I have, in accordance with instructions, inspected" Elliott's road with a view of ascertaining its requirements. From its junotioa with Conduct road near; the Manga-atua. sohoolhouse to where it joins the PJriford road is 120 chains, and there is about 7ft chains of that distance which has been stumped and cleared, and also short intervals formed and culverted where the road has been soft and bogey, but there still remains 50 chains at 'the Manga-atua end, which has not been improved, except by'the buaK being felled and burnt. I estimate the ooak ! of forming the above distance at £95, bat I would say that the mosturgent requirements on this road could be met by the formation of about eight chains, which orosses a deep gully about 20 chains from Conduct.road: in fact this is the only real obstacle to traffic in the whole distanoe, and until the gully i. dealt with as described the whole oi the road will be useless ,for dray traffic. I estimate the cost at £60.. This road forms an important' connecting link between portions of the Maharahara and Victoria. I settlements with- Woodville, being shorter; I than tie road at present in use. will be laid before you to-day for stump'mg and clearing; also '23 chains of formation on Pinfold road. Danevirke Riding.—The : southr jru • a p. proach to the bridge across the O.rmuakepetake Creek, about 1-1 miles south from Tahoraite is seriously endanger ed through the stream setting into and _3_uring underneath the approach. .-Tti.s place w_ a sourco of considerable trouble and expense about four years ago s aud from - the same catiso. I have examined the place on different occasions and am of opinion that the Stream must bo turned so as to run underneath tho centre of the bridge opening, instead of striking as at present the southern, corner, boforo the safety of the approach can be assured, and the cheapest and most permanent and substantial way of dealing with it is to divert the stream by driving rods at intervals of 6 or 7 feet apart and afterwards -.king them in tho same manner as ordinary fencing, only closer together and taking a turn with the wire round each. rod. I have found this system to; be most effectual in turning streams and riverain different places throughout the .country, more especially at the Tuki Tuki eros.ing near Ashcott. Road approaches to rivers, which have hitherto been a source of expense at each" recurrent flood, are now permanently protected in the manner desoribed. —The authorised work for lowering and widening a portion of the main road through Danevirke will be got.out during the present month, and tenders will be called for, returnable at next meeting, of the Council. The Danevirko Town Board has voted money sufficient to form the footpaths at the same time. Both works can be executed in conjunction with tho road widening, which can be utilised in forming the footpaths at a less cost than if it had to be carted away, and if-the Council sanctions the execution of both works in conjunction the mode of tendering will require to be fixed.

Ormondvillo Riding.—The OrmondvilleNorsowood road has been rather muddy for the past three months, caused by so much wet weather and partly from the inferior class of gravel. I have instructed the, contractor to impound all the pigs and cattle found running on tho county roads, without respect to persons. I, found that the law would not allow shooting them, except where the road has been legally fenced ou both sides.

! Norsewood Riding.—Portions of the main ! road through this riding are getting very rough, being cut up into ruts aud potholes,, and very little can be done to improve it till the dry weather, when those places can be. metalled without injury to the other portions. . 1 have also instruoted the contractor to impound all cattle found trespassing on the county roads in this riding, as they do aconsiderable amount of damage to the sides* of the roads, by filling in the water tables. \V. Hallett has nearly completed the survey of tho lino of road between Norsewood aud Makaretu. A. GILMOUB, Road Overseer. Waipawa.—No remarks. Waipukurau.—ln reply to Cr. Smith, thr j Overseer said the Gorge road was metaller'a —On tho motion of Crs: Smith and Herr iC ]" : it was resolved that tho Overseer be authorised to get the road ontheflaton Gorge road levelled, including a deviation mi tho river bed. Ruataiiiwha,—On the motion of Crs HVrnck and Smith it was r solved that the Council give £20, and that \ he Road Board' be asked to add £10 for catting and improvements on Old bher wool road. Also on the motion of Crs. Smith aud Brabazon it was resolved that the woi k mentioned in Consorts' road bo authoi ised. "Cook's deviation was left over, at I tho Overseer <o-lo tho metalling requir d ou Ireland's road. Woodville.—On the mot'on »,f Crs. Hall und Smith .t'3o was granted towards, work. iv Elliott', .-.'id.

Danevirke. — Ornatekepe bridge to be treated as proposed by Overseer, on tho motion of Crs. Mackay aud Smith. —On the motion of Crs. Mackay and Ericksen Ie the works on tho main road, it was rssolved th it the grant voted be handed to Danevirke Town Board for that purpose, work to be done to the satisfaction of the Board's Overseer. Ormondville.—No remarks. Norsewood. —On the motion of Crs. Ericksen and Brabazon it was resolved that a sum of £60 already voted be spent on the new road to Makaretu as soon as Mr Hallett's survey is completed.-On the motion of Crs. Ericksen and Brabazon the Overseer was instructed to fill up a well m front of Beck's section, <>mondville road, and that Mr Beck be asked to pay for it. Tho pay sheet was passed. On the motion of Crs. Smith and Brahazon it was resolved that the next ordinary meeting * held on Wednesday 27th Nov., when the annual statutory meeting has to bo held for the election of chairman ; and that the Finance Committee meet on Friday Ist November to pass accounts and pay ° motion of Crs. Smith and Mackay, the overseer was directed to report if ho can reduce the grade of the cutting near the Tanga-te-Wai river. , ■ ~ On the motion of Crs. Smith and Herrick Mr Lambert is to be informed that the chairman has arranged with the Takapau Road Board to carry out his proposal of 18th April. , _ On the motion of Crs. Smith and Ross it was resolved that application be made to the Chief Survovor that all future surveys be dono throu's-h the department, the Council Ruaranteeing payment, so as to avoid further unpleasantness and litigation. On the motion of Crs. Smith and Encksen the clerk was authorised to engage clerical assistance so as to get out all the rata demands during next month. On the motion of Crs. Ross and Brabazon a bonus of £30 was given to the clerk, as he had been hard worked. ~„„„,, Tenders were received for clearing and stumping 120 chains.more or Icm on Pinfold road extension, also formation of 23 chains -Servant and Murray 325, Murray and LambSrt 19s 9d, J.
