At tho itistanoo of the Federal Seamen's Union of Now Zealand, Mr Joyco lias consented to introduce v Seamen's Representation Bill, a copy of whioii has been Rent to tho Government, but owing to tho blockof private members' business, which will occupy tho House for <i month, it is doubtful whother tho measure will be pa&sed this session. Its objoet is to secure a special member for Boamen in addition to tho seventy members of the reduced House. All sailors who have been two years at eon and six months in ft vessel owned or registered in New Zealand are to bo entitled to the franchise. The poll is to be kept open for twenty-eight days, the several Custom houses in the colony being the polling booths, and the returning officers being tho collectors and their assistants. Mr Bruce, who has previously moved in this direction, gives the measure his hearty support.
