SPEECH BY THE MARQUIS OF SALISBURY.
THE NORTH GERMAN GAZETTE'S OPINION. [per tress association.—corYEioirr.] (Reeeivod February 25,12.30 p.m.) London, February 24. In the course of a speech in tho House of Lords, the Marquis of Salisbury slid that a conference of the Powers on the Bulgarian question was unnecessary, and that diplomacy should sufneo to bring about a settlement of the question. Lord Salisbury said, further, that it would be a disgrace to Europe if war resulted over such a question. Berlin, February 24.
In an article dealing with the Bulgarian question, the North German Gazette says the Porte is entitled to make good any legal dofocts in the election of Prince Ferdinand to the throne of Bulgaria without tho consent of tlie Powers.
