[To the editor of the Daily Telegraph..] {.ib, —I am somcAvhat surprised to find that tho public library of Napier is closed to strangers. In all other parts of the colonies, the majority of Avhich I have visited, tho libraries arc open free to strangers, and a few of them are open on Sundays as avcll.
