Wednesday. The House assembled at 7.3D p.m. CONFEDERATION AND ANNEXATION* BILL. The Council's amendments in the Confederation and Annexation Bill -were agreed to. SECOND BEADING. Mr DeLautour moved the second reading of the Mount Ida Water Race Trust Act Amendment Bill.—Agreed to. GIIANTS TO PUISr.IC LIBIIAKIES. In committee of the ivhole House, Mr Smith moved for an address to the Governor to place £6000 on the estimates as a grant to public libraries. Major Atkinson opposed with reluctance, but really the colony could not afford it. Mr Montgomery, Mr Duncan, Mr Shepherd, Mr George, Mr Sheehan, Mr Mr Macundrew, Sir George Grey, Mr Fitzgerald, and others supported the motion, and Mr O'Callaghan and Mr Hursthouse opposed it. A long discussion ensued, member after member speaking time after time. Mr W\im-Williains first wanted the vote reduced to .£IOOO :ind towns excluded, but afterwards withdrew, first the former, and then the latter proposal. Mr Fui'irus thonirht the four principal cities should be excluded. Mr Barron would exclude all towns with over 01100 <>f a population. Mr O'Callaghan would exclude all libraries which, according to last year's list, had an income of over £100 a j'ear. Mr White suggested that the maximum to any one library should be fixed. Mr Ivcss and others said members "were talking in order to keep the discussion going till after V2.W, and so blocking out all private members' business lower down on the paper. Shortly after the hour named the committee divided on Mr O'Callaghan's motion to exclude all libraries having an income on last year's list of over £100. This was lost by -I.'! to 11. Mr Dick then moved, as an addition to the original motion, that the vote be distributed on the same conditions as last year, but that no library should receive over £50. After a little further discussion this was
carried by 3-3 to IG, and the motion as amended was then agreed to.
