COLONIES GOING AHEAD TOO
FAST,

August -1. The Agents-General memorandum on the question of annexation has been published here. The Times, commenting on it, says that, if the colonies unite and agree to cooperate, it is not easy to object to the policy they advocate. The St. James' Gazette says that the despatch marks a momentous period in the relations betAveen England and her colonies. The Daily Ncaa-s considers that the natives of New Guinea and the islands Avould probably be gainers by a joint colonial protectorate. Tho nc\A'spapers generally imply that the difficulty in the Avay is chiefly of a financial character, aud suggest that the colonies should make definite proposals to meet it. Sir Julius Vogel estimates that the cost of a cable by Mekolboy, Ceylon, and Singapore, Avould be one million. The Economist advises the Eastern Extension Company and the Adelaide Government to make a decided reduction in the rates on the present cable and overland wire. The Economist expresses a general opinion that the Australian colonies luiA'C lately been going ahead too fast.
