THE WAR BETWEEN FRANCE AND TONQUIN. LEAGUE AGAINST GOVERNMENT OFFICERS IN AMERICA. DEPARTURE OF SIR A. GALT FOR CANADA. LONDON. May 23. The Suez Canal Company have made an offer to Lord Granville to the effect that, if tho construction of a second canal is effected, they will reduce the present rate of tarritt' on vessels passing through the canal. They also promise to increase the number of English representatives of tho board of management. A committeo of the French Semite has rejected the proposal to appoint a civil committeo to inquire into the relations existing betweon Franco and Tonquin, with the view of obtaining a pacific sttlcment. A league is being formed in New York for the purpose of preventing Government officers from entering into trading transactions. The league will also seek to abolish the civil service pensions and the system of annual appointments. Sir Alexander Gait, late High Gommisfiioncr in London for the Dominion of Canada, left London yesterday. Before his departure he was honored with several A.audionccs by the Queen.
