HAWKE'S BAY COUNTY COUNCIL.

This Day.

The Council met at 10.30. Present: Mr F. Sutton, M.H.R. (chairman), and Crs. G. Rymer, J. N. AViliains, and AY. A. Couper. FINANCE. Accounts for the month, including wages, amounting iv all to £372 7s lid, Avere passed for payment. The Chairman said the present credit at bank Avas £147 12s, which would be reduced to £75 after paying the accounts passed today. .FAULTING RATEPAYERS. A list of defaulting ratepayers Avaslaid on the table, shewing a total of arrears in rates of £283 18s 3d. The Chairman said that, since the list had been prepared, some £200 had either been paid up or immediate payment Avas promised. It appeared that some misunder- ~~ standing had existed about the payment of the rates for Rissington. There Avas really only some £70 outstanding, of Avhieh about £50 was represented by disputed items. REVENUE AXD EXPENDITURE.

April 4, 1882. THE OVERSEER'S SALAIiY. \ It aa.ih agreed to increase tho overseer's ' salary from £200 to £250 as from date, and to discontinue the practice of voting him a yearly bonus as heretofore. The usual bonus of £30 for the past year, in lieu of travelling expenses, was, howover, granted.

BONUS TO COUNTY CLERK. A bonus of £20 was voted to the county elcrk for extra services rendered by him in connection with the preparation of the Road Board rolls. The Chairman read the list of tenders that had been accepted since the last meeting of the Council, and which have already been published in the Daily Telegraph. A '' GANGER '' WANTED. Cr Rymer suggested the advisability of the road overseer being authorised to appoint one of four men engaged on the road near Kuripapauga as working ganger at say a shilling per day more than the other three received. He "thought the Council woidd find itself well repaid for the expenditure.—lt was agreed that the Chairman should see the overseer on the matter, and make any necessary arrangements. CORRESPONDENCE. From Messrs Gilbertson and Dixon complaining of the delay in opening up the Puketitiri road owing to tho contractors not pushing on the culverting.—The Chairman said heunderstood from the overseer that the work was proceeding somewhat slowly, but it was hoped that in the course of a week or so there would be no further cause for complaint. From Mr J. A. Cunningham, asking what was being done in the matter of the proposed alteration of the Tuupo road. —The engineer's report on the matter (received some time ago) was read by the Chairman. —On the motion of Cr. Williams it was agreed that application be made to the Govcrn'uent to authorise the construction of line 2 as delineated on Mr Kennedy's map under fns Roads and Bridges Construction Act. From the Property Tax Department, stating that the proclamation of districts under'the Crown and Native Lands Rating Act would very shortly be gazetted. The remaining correspondence was merely of a routine character. OYKRSKEII'S REPORT. The following report from the road overseer was road : — Municipality Napier, Give, Havelock, Paki raid, To' Auto Road.—The required necessary repairs to this road have been attended to during the month where most rccpiircd. The tile drain to carry off the stagnant water between the Farndou Hotel and the Ngaruroro bridge is completed as authorised. Havelock and Hastings Road. — The authorised strengthening repair to the Havelock and Hastings bridge is completed. This road is in fair order for traffic. Hastings, Maraekakaho, Hampden Road. —The necessary surface repairs to this road have been attended to during the month where required. This road is in good order for traffic. Tareha's Bridge, Meanec, Pukutapu, Ilakiiwui Road. —The planking having arrived for the repairs of Tareha's bridge the work will be commenced at once. One month's metalling repairs will put this road in good order for winter traffic. New Taradale and Redcliffe Road.—The metalling repairs to this road have been attended to where most required during the month, and is in fair order for traffic. Redcliffe, Omahu Road.—The metalling of 15-1 chains of this road between the hill and Omaho-Ngaruroro bridge will be commenced innncdiatelv as authorised.

Omahu, OkaAva Road. —-Messrs Hogan and M'Gloau have commenced Avork on No. 1 contract on this road, also Mr Houston has commenced widening approaches and lowering grade of road at Mangataratara Creek bridge. Manga AA-hareKuripapangaßoad.—Owing to the continued Avet Aveather it is Aery difficult indeed to keep this road in order for the Avoid season's traffic. There are five surfacemen employed during the month attending to surface repairs. I Avill at once after the meeting of your Council furnish particulars re metalling this road so as tenders may be called for the Avork. Kuripapanga, Tauruarau Road.—There arc four men employed during the month Avideniug portions of this road as authorised. AA'estern Spit, Petane, Kaiwaka Road.— As instructed I have re-examined the Mangakopikopiko Creek crossing, near Marshall's terrace, aud beg to recommend that the present crossing bo not improved. Should you think it, adA-isable to build a bridge there is a good site loavci" doAvn the creek, cost .300. Mr May has agreed to give free road Avay through his land. Petane-AVairoa Road.—l beg to draw your attention to tbe authorised formation and metalling to a portion of this road betAveen Mr A'lllers' blacksmith shop and Kiamatc store, which has been delayed through property oAvners not shifting their fences off the road as requested.

AVilhnv Trees and Corse Overhanging County Roads.—As instructed I have noticed OAA-ners of AvilloAV trees overhanging county roads to remove the same, and in reply they inform me that they Avill remove them next mouth. On several occasions I have requested Mr John Hoslop to grub and remove gorso on the county road opposite his Puketapu property, and he distinctly says let the county do so. Mr Scullion has promised to shift aa-Hloavs from his drain, but has not yet done so

The several recommendations contained in the report Averc agreed to, and tenders Averc ordered to bo called for the bridge oa-ct the Maugakopikopiko Creek, thcAvork to be paid for out of the Roads and Bridges Construction grant. ■

The clerk was instructed to supply Mr John Heslop with a copy of the clause of the Public AVorks Act "relating to trees overhanging roads.

SLAUGHTER HOUSES

The folloAving from the Inspector of Slaughter Houses Avas receiA'cd: — I have the honor to report that all the private slaughter houses under my supervision havo been properly conducted. In consequence of information received I have summoned Mr Richard Neagle to ansAver a charge of killing pigs iv his yard at Taradale. The case Avill be heard at the R.M. Court on Monday, 10th instant.

The Chairman drew attention to the fact that, iv consequence of some of the returning officers having fonvarded their notifications Avith respect to licensing elections, ke., direct to the newspapers instead of through the Council, the announcements had been treated as ordinary ad\-ertisements and charged for at full rates, . liilc in other cases they had been inserted a greater number of times than avus required. In consequence of this he had caused a circular to bo issued to each returning officer directing them to send all future advertisements through the countA- clerk's hands.

After some discussion in reference to the liability of the Council to pay full scale charges, it .vas agreed to leave the matter in the hands of the Chairman to settle Avith the ncAVspapcr proprietors on the best terms possible. PETITION. Cr. Rynicr presented a petition signed by about sixty ratepayers in the Meanee district praying that the portion of the county left out" betAveen the southern municipal boundary and Tareha's bridge be joined to the Meanee Road Board district. —The prayer of the petition Avas granted, and a motion by the Chairman, of Avhieh previous notice had been given, altering the boundaries affected Avas granted. RETURNING OFFICERS. The returning- ofli<:ci*s at present holdingappointment under the Licensing Act Avere also appointed to act as returning officers for the County Council general elections, Avhieh take place in July next. NOTICE OF MOTION. The Chairman gave notice to move at the next meeting, "That this Council strike a general rate of one half-penny in the £1 on the capital value of all ratable property in the country for the year ending March, 1884, such rate" to be payable in one sum iv August, 1853."
