Parliament was formally opened to-day by His Excellency the Governor, who, in his .speech on the occasion, stated that it was imperative that the House should proceed at once to the discussion of the estimates to provide means for carrying on public works which have already been sanctioned. The speech then congratulated members upon the favorable condition of the colonial finances, which showed a steady increase in the revenue. It was announced that the present session would be short, and that the next session would commence after Easter, when bills would be introduced to amend the land laws, for railway construction, and for the amendment of Water Conservation Acts, and that every effort would be made to press forward these measures.
