LONDON. February 7. In the event of the Senate rejecting the Government proposals regarding- the Bonapartist Bill, it in expected that 31. Jules Ferry ■will replace 31. Faillieres as Premier. The "prefects report that great uneasiness prevails in the provinces regarding the political situation. Business on the Bourse is also completely paralysed. The Chief of the Police in Russia declares that he has practically destroyed Nihilism. Several members of the Austrian Parliament have been accused of accepting enormous bribes to support a railway concession. 11. R.H. the Prince of Wales and the Right Hon. W. E. Gladstone witnessed the carnival at Nice. , Lord Derby informed the deputation from the Free Church of Scotland -which waited on him to-day in reference to the annexation of the New Hebrides, that the British Government did not entertain any design of the kind, and that, personally, he was in favor of an Anglo-French agreement to respect the independence of the native Government. The British Government had, he held, no right to altogether prohibit the labor traffic in the Pacific", unless they found it impossible to regulate it A commission was now sitting for the purpo.se* of advising , as-to the better means of pnnisliing crimes committed by persons engaged" in the traffic, and amongst the Pacific Islands generally. The Secretary of State for Foreign Affairs, Lord Granvillc, had promised to co-operate in giving effect to the recommendations. February 8. The Standard strongly advocates the annexation of the New 'Hebrides by Great Britain. El Maluli, the Soudan prophet, is inciting the Abyssinian chief to rise. It is reported that the rebels have captured Bahr El Abrid. Lord Duiferin, in a despatch, says that England's obligation to Europe in reference to Egypt is to establish a stable Government 'in that country, and to protect it until it is strong enough to survive all intrigues against it. The Ameer of Afghanistan intends shortly to visit India. The Committee appointed to consider the French Dynastic Bill recommends the Senate to reject the measure. The German Press is much incensed at General Thabandiere's appointment to the position of Minister of War, and alleges that during the Franco-Prussian war he violated his parole by rejoining the French army after being taken prisoner. February 9. The American Socialists arc conferring with a view to being present at the Czar's coronation in May next.
