NAPIER MUNICIPAL COUNCIL.

The Council met at 8 p.m. Present —His Worship the Mayor (in tbe chair), Crs. Monteith, Lee, Wall, Price, Margolioutb, Graham, Cotton, and EllisoD. . SPECIAL RATE. Cr. Ellison moved, pursuant to notice, " That the special rate of Is Gd in the £1 on all rateable property iv the borough be increased to ls lOcl in order to defray the charges on the special loan." Cr. Wall seconded the motion pro forma. Molioa negatived. RECEIVER OF RATES. Cr. Wall moved, " That the amendment of Cr. Ellison, carried at the last meeting of the Council held on December 6tb, 1882, appointing Mr Parker as receiver of rales and appointing the whole Council as a committee to consider tho duties of the borough officials be rescinded, and that Mr It. Williams, in addition to his being valuer, be appointed receiver of rates in lieu of the Town CJerk." Cr. Monteith seconded the motion. Motion negatived. BOROUGH VALUATION. Cr. Price moved, "That on the complelion of the present valuation applications be invited for the annual valuation of the borough for a period of not less than three years; applicants to state tbe price per annum at which tbey would do tbe work." Cr. Lee seconded the motion. Motion negatived. CORRESPONDENCE. The following correspondence was read :—■ From Colonial Under-Secretary, acknowledging notification of the election of the Mayor. From secretary Fire Brigade Reception Committee applying for a grant in aid of the funds now being raised to defray the cost of entertaining the members of the Fire Brigade Association.—Cr. Cotton moved, and Cr. Margoliouth seconded, that a sum of £,25 be voted for the purpose. Cr. Price supported the motion.—Motion negatived. From H. Edwards, in reference to a nuisance in Munro-street.-~The Town Clerk stated that the nuisance had been attended to. From H. SkeltoD, forwarding his resignation as poundkeeper. From W. Strudwick, stating that the poundkeeper had left without appointing a deputy, and therefore he (Mr Strudwick) was put in a difficulty in carrying out his duties of impounder. From Samuel Spence, resigning the office of fire iuspeetor.—On the motion of Cr. Cotton it was decided that Mr T. Waterworth be gazetted as fire inspector. From Mr George Brown, stating that there was no thoroughfare to his dwelling—Referred to tbe Public Works Committee. From G. W. Culleu, clerk to tbe licensing committees, covering a resolution passed by the licensing committees recommending a gratuity to Mr Cullen of £25.—Cr. Lee moved, and Cr. Price seconded, that the sum of £25 be voted. — Cr. Monteith moved as an amendment, seconded by Cr. Graham, that the letter be referred to the Public Works Committee.—Amendment carried. COMMITTEE REPORTS. The report of the Council in com-, roittee of the whole was read as follow-: "That the resolution of September 98, relative to the salaries and duties of the Town Clerk and Receiver of Rates be rescinded." The report was adopted unanimously. The report of the Council in committee of the whole recommended thejadoption of the following ameudments in Bye-law No. 19 Building Regulations : — That in clause _, line 6, the word "architect" be inserted after the word "the|" aud before the word "builder" and that wherever tho word builder occurs the word " architect" be inserted before it. That the whole of clause 7 be repealed. Clause 10, within No. 1 destrict—That this clause be altered so as to read —*' Within No. 1 district, the whole of the external walls shall be of iron, brick, stone or concrete, or other incombustiblo material to be approved of.by the Council, &c." The report was adopted, Cr. Wall signifying his intention of moving at a future meeting that the whole of the Building Regulations be rescinded. PUBLIC WORKS COMMITTEE'S REPORT. The following report from the Public Works Committee was read : — Your Committee having met pursuant to notice, beg to recommend the Coi-incil to give effect to tho following : — 1. That tenders for the undermentioned services and supplies for the year 1883 be accepted : —Dog collars, Mr H. R. Holder ; carting, Messrs Tait and Mills ; footpaths (tarring), Mr T. Waterworth ; blacksmith's work, Mr J. Parker ; fuel, Messrs Tait and Mills ; nightsoil and dust, Mr W. Miles; advertising, Daily Telegraph ; printing, Daily Telegraph. 2. That fresh tenders be invited for the re-erection of the beach wall. 3. That the engineer's report of the 18th instant be adopted, and that tenders be invited for the repairs to Enfiold-road. 4. That Mr Skelton's resignation as poundkeeper be acieptcd, and that fresh applications for the appointment be invited. 5. That a fine of £1 be imposed on Mr W. Miles on each of the three reported breaches of his nightsoil contract. 6. That with reference to tho petition for the repairs to " Jacob's Ladder" a reply be forwarded that the Council cannot take any action in the matter. 7. That the voi*eher3 for the fortnightly wages £117 lis, and W. Miles £8, total £125 lis, be passed and ordered to he paid. Clause 1 was amended on the motion of Cr. Monteith as follows-.—That tbe recommendation in tbe Public Works Committee's report respecting the tenders for printing be struck out, and that those tenders be referred to a committee consisting of Crs. Margoliouth, Graham, and the mover. The remaining clauses were adopted. rOUNI)KEEPf.R. On the motion of Cr Margoliouth Mr Raven was appointed temporary poundkeeper, On the motion of Cr Wall it was resolved to take the solicitor's advice as to whether the Corporation bad any remedy against Mr Skelton for leaving the pound wittiout notice and without a deputy. VOUCHERS. Vouchers to the amount of £1-5 lis were passed and ordered to be paid. ANNUAL MEETING. The annual meeting of the Council (adjourned from noon) was then held. Tbe certificate of tbe returning officer was read, declaring that Dr Spencer had been elected Mayor of tbe Borough of Napier without a poll. Annual reports were read from the town clerk, municipal engineer, overseer of roads, nre inspector, and inspector of nuisances and of hackney carriages. Cr Monteith moved " That this Council record a vote of thanks to his Wo-ship the Mayor, W. I. Spencer, Esq, for bis past services as Mayor, he having corce forward to fulfil the onerous duties attached to that offi.e at a time when it was difficult to induce any ratepayer to toake each a sacrifice of private busijaejw as was necee.ary, and desire to cou*

gratulate him on bis unopposed return as Mayor for tbe ensuing year." The motion was carried unanimously.
