WAIPAWA COUNTY COUNCIL.

Thursday, December 7. The Council met at 11 a.m. Present: Crs. Johnston (in the chair), Dillon, Bibby, Smith, M.H.R., Fountaine, Hunter, and M"Greevy. COBRESPONDENCB. From P. Neilsen, Woodville, asking that a contract lately let to Driscoll and Neilsen be transferred to J. Duncan. Application refused. From J. D. Ormond, chairman of the Wallingford Highway Board, requesting the Council to apply to the Government for aid under the Roads and Bridges Construction Act towards the formation of the road from Wallingford to Blackhead, the estimated cost being £1000. Resolved to apply as requested. From secretary to Harbor Board, Napier, notifying a vacancy on the Board owing to the death of the late representative of Waipawa, Colonel Lambert. On the motion of the Chairman, Colonel Heirick was nominated to the vacant seat. From the Manawatu County Council, stating that no bye-law regulating the -w width of tires was in force. It was re- \ solved to apply for information on the question to the Eangitikei and Manawatu Highway Boards. From the Deputy Commissioner of the Property Tax, stating that the request of the Council to have the Waipawa County proclaimed under the Native Lands Rating Act was being considered by the Government. From Nopera, a native, stating that 500 yarde of metal had been taken from a quarry on his land, and demanding £250 as compensation. The clerk was instructed to inform Nopera that the metal had been taken by permission of the lessee of the land in question. From C. Bain, Makatoku, offering to put good metal on the road between the Mangatarata and Whakaruatapu bridges at 2s per yard. A reply was ordered to be sent that the Council would call for tenders for the supply of metal. From J. S. Annaad, Waipawa, asking the permission of the Council to lay a pipe drain from his section to the sink at at the corner of Kenilworth street. Permission granted, subject to overseer's supervision. PETITIONS. Cr. Bibby presented a petition from the committee of the Waipawa public library, asking the Council to vote a sum of £100 towards erecting a library building on a piece of land acquired by the committee. Crs. Bibby and Smith spoke strongly in favor of the petition, urging that, as the library wag practically a county one, and in the county town, the Council should follow the example of other similar bodies and help towards the first cost of a building. Cr. Johnston moved, seconded by Cr. Fountaine, that consideration of the petition be deferred. This was, however, negatived, and it was finally resolved, upon the motion of Cr. Bibby, that a subsidy of £1 for every £1 collected should be given—the sum granted not to exceed £100. Cγ. McGreevy presented a petition from some ratepayers in the Norsewood and Ormoudville districts, asking the Council to open up a road through Mr Friberg's property from the Orinondville - road to the Makatoku - road. Referred to Ormondville Road Board. overseer's eepoet. Patangata Biding.—Hickey has completed his metalling contract at Kaikora in a very satisfactory manner. Monk -will complete his formation during the month. Since the last flood in the Waipawa river, a heavy fall of earth has slipped at the western approach to the Homewood Bridge. Another pier and span will shortly have to be added to the present structure. To do this, and efficiently protect the bank from further severance, would entail an expenditure of £160. This would be better than continual W annual patching. Doubtless another flood - may render the place impassable. It is safe enough at present, and -will be while the weather keeps fine. Waipawa Biding.—The contractor for constructing the river groin will complete his work this month. The last flood, and want of material, caused considerable delay J in the progress of the work. I have made a longitudinal section of the road through the v bush from Hampden to Bry son's mill, find that the expense of opening for traffic would be out of proportion to the benefit derived therefrom. A plan, is laid before you showing a suggested alteration in the line, which would not be one-fourth the cost for construction, and be a much better road. The present line is all within tbe bush ; the new one would be outside nearly its whole length, and shorter than the former. Tenders will be invited this month for metalling a portion of the WaipawaTamumu road, and also the road from the river bank to Bose's cornel. Waipukurau Biding.—There is a verj bad portion of road on the Mataweka reserve, alongside the fence recently erected by the natives. The place is almost impassable for ■wheel traffic. An expenditure of £50 would be required to form and metal about fifteen chains. The whole line would then be decently good through the reserve. Eparaima Biding.—The contractors for delivery of metal have about completed their work. I would respectfully ask fer authority to get any 500 yards of metal broken to connect the different parts metalled at various times ; also metal for re« T pairs. This would complete the whole of the road from the northern boundary of the riding to near Wanstead. Tenders will be laid before you to-day for carting 450 yards metal at Wallingford. Porangahau Biding.—Duncan has about

completed his formation contract on the Porangahau flats. The contractors for metalling on the Blackhead-Porangahau-road have not made any progress during the month. Buataniwha Riding—Watkins has satisfactorily completed the contract near the Tukipo river. A. few small jobs have been done in Makaretu during the month. I am informed that the whole of the timber for the Waipawa-Mate bridge will be delivered this month. Seventy-Mile Bush —The. metalling contractors on the main road are making good progress. Tenders should be invited this month for the metalling of two more sections, viz., at Mrs Crosses flat and Whakaruatapu, so as to get the work through in fine weather. Tenders will be laid before you to-day for road formation in the Woodville district. General. —So far as I can learn, the whole of the roads in the county are in good order. I have had no complaints lately to speak of. The sections and plans authorised to be done in accordance with the Roads and Bridges Act will be ready for the committee to in•pect about the 22nd of this month. In answer to Cr. Dillon, the overseer explained that the Homewood bridge was so unsafe as to be in danger of washing away by the next flood. Cr. Dillon said that, as the bridge was on the main road, and had been destroyed by flood, it might be scheduled under the Koads and Bridges Construction Act, and a motion to that effect, seconded by Or. M'Greevy, was agreed to on the voices. THE GROIN. Or. Bibby moved that the groin now being constructed at the approach be lengthened by another bay, and that the overseer be authorised to get the timber and see the work carried out. This was seconded by Cr. Johnston and carried. METALLINC, Cγ. Smith moved, on behalf of Cr. Newman, that tenders be called for break ing 500 yards of metal. Seconded by Cr. Hunter and carried. Cr. Fountaine moved that tenders be called for metalling the road across the Oringi flats, which was in a bad condition. Seconded by Cr. M'Greevy and carried. DRAINAGE. Cγ. McGreevy asked if anything bad been dove in relation to the letter read at a' previous meeting of the Council in reference to defective drains at Norsewood. The overseer stated that he had seen the man who wrote the complaint, and found that be wanted £100 to allow a drain to run by his fence. In these circumstances he did not propose to do anything. NEW ROADS. Cr. McGreevy proposed that the overseer be instructed to lay out a road between Papatu and Makatoku for the ETorsewood Koad Board. The overseer said he would not be able to do so for the next month, in consequence of the press of official work. It was then resolved, on the motion of Cr. Smith, and Mr Tatterehall, overseer of the Waipukurau Road Board, be empowered to perform the work by authority ot the Council. • BONUS. Cr. Smith moved, in the absence of Cr. Newman, that the Council offer a bonus/ of £20 for the discovery of a good quarry on the line of road between Wallingford and Wanstead. Seconded by Cr. Hunter and carried. THE AHAMOKO BLOCK. Cγ. Smith read letters from Messrs J. Hansen and W. Youngman respectively, in which the inquirers wished to know if any money due to the Road Board on account of eales of land on deferred payments had been received by the County. The clerk stated that no money had been received, and was instructed to reply to that efiect to the writers of the letters. NOTICES Or MOTION. Cγ. Fountaine gave notice to move at next meeting that the Hardinge road, and the road leading from Kumeroa through Gaisford's run, be gazetted county roads. Cγ. Smith gave notice to move that the boundaries of the different ridings be altered so as to be coterminous with Road Board boundaries. TAMUMU BRIDGE. Cr. Johnstone moved that the Government be applied to under the Roads and Bridges Construction Act for aid in building a bridge over the Tuki Tuki at Tamumu. The motion was eeconded by Cr. Dillon, and, after considerable discussion, was agreed to. WHAUTUKAI BRIDGE. Cγ. Dillon moved that the resolution of last meeting, by which the Whautukai bridge was to be applied for after January next, under the Roads and Bridges Construction Act, be rescinded. The motion ■was seconded by Cr. Johnston, but lost on a division, the mover and seconder only voting for it. TENDERS. The following tenders for authorised works were accepted:—Formation Pinfold road: contract 1, W. Martin, 255; contract 2, J. Rendle, 24s ; contract 3, McLeod and McDonald, 55a 6d, the amount being per chain in each case. Carting metal at Wallingford at per yard, Peebles and Russell, 3s 10£ d.
