November 6. \ Considerable activity exists in military circles in Germany, and the fortifications along the borders of the Empire are being strengthened and increased. November 10. The Turkish Government have decided to cede tbe Thessilian frontier to Greece, and the Ottoman troops now assembed on the boundary line will be immediately withdrawn. Dissension has arisen amongst the members of the Turkish Government, and a Ministerial crisis is imminent. The Egyptian question is the main cause of the difference which has arisen, and which will necessitate a change of the Sultan's advisers. The returns of the biennial elections for the Lower House of tbe American Congress are nov, complete, and the results show that, out of 293 members elected, a majority of 50 ha 6 been returned on the Democratic ticket. The decision of the election of 1880 ia thus completely reversed, ihe Republicans on that occasion securing a majority. No further open outbreaks have occurred, but a strong feeling is still manifested amongst the populace of Vienna against the police, and the Military are patrolling the streets with the view of preserving order and of immediately suppressing any recurrence of violence. In various parts of Ireland the tenants have refused to allow their holdings to be hunted over. -A meet was held near Waterford, wnen tbe mob assembled and refused to allow the sport to proceed. The members of the hunt, becoming incensed, turned on the mob, and chased them from the field with their hunting whips. It has not been carried at tbe meeting of the Dublin City Corporation, tbat the fieedom of the city should be conferred on Sir Garnet Wolseley in recognition ot bis eminent services in Egypt. The Arabs employed at Port Said in the work of coaling steamers passing through the Suez canal have for some time past been insubordinate in their conduct, and have caused much delay to traffic in tbe canal through refusing to work when requested by the masters of vessels. After being repeatedly warned, without any improvement taking place in their conduct, the Canal Company has dispensed with the services of all tbe natives employed in connection with the shipping at Port Said, and have replaced them by Europeans. The French Government are reducing j the amount of allowance paid to the religious bodies subsidised by the State, and in consequence the salary of the Archbishop of Paris will be reduced by a sum of 15,000 francs per annum. The inhabitants of Jamaica have petitioned the Imperial Government to reappoint Sir Anthony Musgrave as Governor of the island when his present term of office expires. The prayer of the petitioners will not be acceded to, as it has been definitely decided to appoint Sir Arthur Gordon, the present Governor of New Zealand as Sir Anthony Musgrave's successor. The policy of tbe Scanlan Government with reference to the Basuto difficulty is very unpopular in the Cape of Good Hope, and a change of Ministry is impending in consequence.
