CONSTANTINOPLE.
November 16. In spite of the assurances given by the English Government, the Porte has opened further parleying regarding the despatch of a Turkish Commissioner to Egypt, and has notified the British Charge d'Affaires at Constantinople that it insisted upon sending a Commissioner.
