The debate on the Premier's proposed new rules of procedure was resumed in the House of Commons last evening when Mr Gladstone moved the adoption of the second rule providing that no motion for an adjournment of the House shall be made except by leave of the House until after the orders of the day and notices of motion have been entered upon. A large number of amendments were proposed, and the discussion was continued until the rising of the House.
