HAWKE'S BAY EDUCATION BOARD.

This Dat. The Board met at 11 a.m. Present: Messrs J. D. Orraond (chairman), F. Sutton, M.H.R., R. Harding, G. E. Lee, R. Dobson, Captain Russell, and Eev. D. Sidey. CORRESPONDENCE. From Ashley-Clinton Committee, requesting that the teacher's salary for August be paid on the average for the previous month, the attendance having been affected through sickness amongst the scholars.—lt was resolved, "That in fature the Board will not entertain applications for payment of teachere on any other basis than that fixed by the Board's regulations, except in cases •where by unavoidable causes the attendance is reduced by over 25 per cent." From Frasertown Committee, asking a grant of £6 for repairing the school fence, gate, &c—Consideration deferred until information respecting the building grant is received from Wellington. From Gisborne Committee, calling attention to the want of sufficient school accommodation, especially in the infant department. — Consideration deferred ; new buildings to be erected as soon as funds are available.

From Hastings Committee, expressing dissatisfaction at the manner in which the new class-room has been finished, and requesting that the Board's architect, together with the chairman of the Hastings Committee, should inspect same and stop final payment to the builder until such has been done.—Application acceded to. From the same, requesting the continuance of Miss F. Wood as pupil teacher, notwithstanding that she had failed in her examination. —Approved on the usual conditions.

From the same, asking that a second pupil teacher for the school be appointed, the attendance having sufficiently increased to warrant the appointment.— Approved of. From Havelock Committee, stating that, in consequence of the prevalence of measles, the school had been closed from the 30th ultimo, to the Bth instant, and that during the past week the attendance had been less than half the number on the roll. Under these circumstances it was asked that the teacher's salary might be paid on the July average.—Agreed to. From Matawhero Committee, asking that the master's salary for June last might be made up to the sum paid for the preceding month, as, owing to floods, the attendance had fallen off. —Refused as per regulation of the Board above. From the same, recommending that the services of Mies Mary Baty, who failed in her recent examination, be continued as a pupil teacher in the school. —Approved. From W. G. Gilbert and twelve other settlers in Kumeroa, Seventy-mile bush, requesting a grant for the purpose of building a school in that di&trict.—The Inspector was authorised to visit the district and report to the Board.

From Mr A. B. Thomson, per Napier Committee, asking whether the Board will remunerate him for preparing bis senior pupil teachers for the Class E. examination should they pass successfully. —Agreed that a capitation allowance of £10 for the first pupil and £5 for the others, provided they pass successfully. From Miss Madeline Bedingfield, tendering her resignation as assistant mistress of the Napier infant school from October 31st.—Accepted.

From Napier Committee, reporting that a sum of £8 will be required to complete the surface drainage of the main school grounds.—Accepted. Approved for expenditure by the committee.

From the architect to the Board, in reply to the Board's letter conveying resolution passed at tbe last meeting respecting a leakage in the Napier infant school, giving it as bis opinion that the resolution was uncalled for, and stating that it was impossible to give more attention to the buildings than had been given without the employment of clerks of works. From the same, notifying that, as future contracts for the Board's school btiildings, &c, are likely to be small, and widely scattered over the district, he will require to be paid at a higher scale than at present for his services on and after next meeting of the Board.—lt was resolved " That Mr Dugleby's letter be acknowledged, and that he be requested to submit the terms on which he will be willing to undertake the supervision of the Board's buildings from and after the date of the next meeting of the Board, and that circulars be sent to the other architects practising in Napier inviting them to sunibit similar proposals." From Port Ahuriri Committee, calling attention to the insufficiency of accommodation at the school, there being at present 140 scholars on the roll, with accommodation for about 110, and desk accommodation for about 70 only, whereas 100 require same. A class-room was also pressingly required, the porch having at present to be used for that purpose.— Agreed that the necessary additions shall be made as soon as funds are available. From Taradale Committee, requesting a grant for sinking an artesian well for the use of the school, also for painting and other works.—Consideration deferred for the present. From Woodville Committee, asking for £10 for the purpose of clearing the playground of stumps.—Consideration deferred. From the secretary to the School Commissioners, Napier, forwarding cheque for £200, being revenue derived from reserves for primary education within the province. From Mr Habens, notifying that candidates for Sir W. Fox's prizes roust give notice of their intention to compete not later than October Ist. From the Education Board, Greymoutb, (circular) requesting the co-operation of this Board in an endeavor to obtain a modification of the present standards, which as at present constituted are " beyond what is necessary, perhaps even desirable, in schools of a purely elementary character, and under a free and compulsory system."—Consideration deferred until ntxt meeting ; in the [meantime members to be supplied with the proposed modifications (attached to the circular) suggested by the Westland Board. THE SCHOLARSHIP QUESTION. Pursuant to notice Mr Harding moved, " That the scholarships granted by the Board be in the following proportion, viz., that for each senior scholarship there shall be two junior scholarships issued." The mover wished to make an rddition to this reeolution involving an

alteration in the age of candidates for junior scholarships from 13 to 14 years. It was ruled by the Chairman that such addition to the motion was not admissible, and on the understanding that notice of motion embodying his proposals would be submitted by another member Mr Harding allowed bis resolution to lapse. Captain Russell said the whole question could be considered in conjunction with the Westland Education Board's circular, and" be gave notice of a motion he intended to introduce affecting certain of the scholarship regulations. The Board adjourned at 1 p.m.
