Wednesday. The House met at 2 p.m. QUESTIONS. Replying to Mr J. G. Wilson, Mr Rolleston said the Government would, when there was a sufficient quantity of land open for settlement under the leasehold tenure, cause the same to be notified in England. Replying to Mr Bracken, Mr Rolleston said survey chainmen were paid 7s to 10s per day, and he had no reason to suppose that they did not consider it enough. Replying to Mr Tomoana, Mr Johnston said compensation would be paid for land taken for railway purposes in the Kekerawa block. Replying to Mr Tomoana, Mr Bryoe said that as no further step had been taken by the complainant, the caveat would be removed from the Omaranui block in Hawke's Bay. GOVERNMENT BUSINESS. A resolution was adopted, on the motion of Major Atkinson, that Government business take precedence on Thursdays. ROADS AND BRIDGES CONSTRUCTION BILL. The Road, and Bridges Construction Bill was recommitted, and a new clause was inserted giving County Councils power to appoint some one to give one vote on behalf of the Government for every £5000 worth of Crown lands witbin the county. COUNTIES ACT AMENDMENT BILL. The Counties Act Amendment Bill was considered in committee. Mr Weston moved a new clause to give holders of miners' rights votes in the district in which they reside. The committee divided on Mr Weston's clause, which was carried by 41 to 23. Mr M'Millan moved another new clause to the effect that any County Council might prescribe the conditions upoD which any works constructed by the Council for the purpose of water supply or drainage of land might be used ; fix the rate to be charged for the use of such works and for the water supplied by such works ; and in addition to any penalty imposed for breach of a byelaw the Council might sue any person for the amount of any damage done by such person to any such works. After some discussion Mr M'Millan's amendment was carried as a new clause on the voices. The other clauses were passed without substantial amendment. A proposal to have the county chairman elected by tbe ratepayers, and to hold office for three years, was lost by 32 to 19. A proposal forbidding county chairmen to receive salaries was lost by 34 to 20. The bill was reported as amended. ROADS AND BRIDGES CONSTRUCTION BILL. The Roads and Bridges Construction Bill was reported and the amendments agreed to. On the motion for the third reading Mr Montgomery again objected to the bill, which he said was calculated to destroy tbe self-reliance of the local bodies. Mr Hutchison also objected to the bill, and moved the adjournment of the debate, which was carried, the Government consenting. bills. The New Zealand luscribed Stock Bill, tbe Rabbit Nuisance Bill, the Sheep Act Amendment Bill, and the District Railways Act Amendment Bill were all read a second time. The House adjourned at 12.40 a.m. until 2 p.m.
