[To the Editor of the Daily Telegeaph.] Sir. —Through your columns I would ask if it is considered by the Mayor and Council the correct thing for the Municipal Engineer to be architect and surveyor of work contracted for by one of the town councillors, who is in a measure the master of the engineer at the night sittings of the Council, and the next day their positions are reversed, said architect being the master or overseer of > the said contractor? And whether the actions of the said engineer are likely to be at all criticised for the benefit of the ratepayers by such said representative.-— I am, &c,
