CALCUTTA.
August 22. Intelligence is to hand from Candahar announcing that Ayoub Khan has issued a proclamation to the people declaring himself Ameer of Afghanistan. His advance against Abdul Rahman is reported to be still further delayed owing to want of money with which to pay his troops and provide necessary supplies.
