LEGISLATIVE COUNCIL.

Thursday. W The Council met at 2.30 p.m. DECAMPING HUSBANDS. Replying to Mr Waterhouse, Mr Whitaker said the colonial Parliaments could not legislate respecting the extradition of decamping husbands, and so a bill for the purpose was now before the Imperial Parliament, but ib was hardly likely to pass this session. CONSTITUTION OI 1 THE COUNCIL Mr Reynolds moved that the members of the Council should bear some relative proportion to the number of representatives of the various districts of the colony. After some debate the motion was re* jeeted by 15 to 14. The following is the division list .«— Ayes, 14. Nobs, 15. Brett Ackland Buckley, Or. Dignan Buckley, P. Mr Whitaker moved the second reading of the Distress for Rent Abolition Bill. Mr Waterhouse moved as an amendment that tho present law should be amended, but not abolished. The motion that the bill be read a second time " now " was rejected by 20 to 8, and Mr Waterhouse's amendment was then negatived by 15 to 10. The question as to the second reading of the bill Trill therefore come up again to-morrow. The Council adjourned at 5 o'clock, and resumed at 7.30. BILLS. The Licensing Bill was further amended in commmittee, and notice given for its further recommittal. The Council's amendments in the Gaming and' Lotteries Bill were insisted on, and managers were appointed to draw up reasons. ?TChe Fisheries Bill passed through committee with numerous amendments. Tbe Council then rose.
