THE HILLS VERSUS TUB FLATS

[To the Editor of the Daily Telegeaph.] . Sir, —Cr. Swan said (as per report) it is only fair that the hill residents should pay the water rates (whether they are supplied or not), as they were a small minority, and as well able to pay as those having, the article. Grand words are these from one who has for so many years taken his supply of water for his business as a brewer direct from a public artesian well pipe, and not from the mains as others ratepayers (not councillors) have to do. No limit was made by his pet engineer as to the size of the pipe he got his supply from. Many persons bave to be content with a half-inch pipe (the largest in many cases the engineer would permit). I would ask why do the public works committee, through their chairman, not recommend to the Council that all breweries and manufactories are supplied with water by meters and that they pay ia proportion to the quantity used ?
