General Ignatieff, who was recently appointed Minister of the Interior, has issued a circular with reference to the intentions of His Imperial Majesty the Czar in connection with the present internal condition of Russia. The circular states that every effort will be made to exterpate the spirit of rebellion among the people, and to strengthen the religious faith and morale of the peasantry, and to lessen their burdens. The aristocracy generally extol the terms of General Ignatieff's circular.
