PARLIAMENTARY NEWS. THE HON. MR. WATERHOUSE AGAIN REFUSES. CONSTITUTION OF THE NEW MINIS TRY. MEETING OF THE HOUSE OF REPRESENTATIVES. IMPORTANT SUPPLY BILL PASSED (FROM OUR OWN (CORRESPONDENT. ) Wellington, Tuesday, 3 p.m.

Mr. Waterhouao was pressed again to-day to join the Ministry, but refused to jinn Mr. Stafford. Mr. Matthew Holmes was also offered a portfolio, but declined. Mr. Sowell ha 3 accepted the office of representing the Ministry in the Upper House,

[FaoM New Zealand Press Association.] G. 55 p.m. In the House of Representatives to-day the Hon. Mr. Stavfoud announced that he had formed a Ministry, consisting of himself, Mew 3. Fit/herbert, Giliies, Curtis, Reid, and Sewell. He said it was probable, however, that at least one other member would be yefc added. It was also intended to add one if not two Maori members to the Executive to advise on native matters, but the greatest care and deliberation would be oxorcieed in selecting theso native members. As the Ministry had only been sworn in a few hour?, he asked thab the Houso should adjourn to Friday, to enable them to decide what business should be proceeded with, and what would be allowed to stand over. Mr. Gillies would be Treasurer, aud Mr. lleid Minister of Public Works, The othor portfolios had not yet been allotted. Mr. Brown, of Canterbury, asked whether Messrs. Gillies, Fit-dierbert, and Cuitis had resigned their Superintendences. Mr. Stafford replied that they would resign either before or at the end of the session, therein following Mr. McLeans example in 1869. The Houso need be under no misapprehension that Superintendents jsvould be in the Ministry. f Mr. Fox reminded the House that in Mr. McLeans case he had not, like Mr. Stafford, made a positive declaration against Supeiiutendenta being in the Ministiy, Ho hoped Messrs. Curtis, Gillies, and Fitzherbert would rosign before the end of the session, as if there was anything wrong in Superintendents being in the Ministry lheir presence there must bo especially mischievous during session, when their offices enabled them to bring a large amount of pressure to bear. He congratulated Mr. Stafford upon his old colleague, Mr. Stafford's old colleague, and the colleague of so many other Ministers, Mr. Sewell, being once more in the Government. After some further debate an Imprest Supply {Bill of £50,000 out of the Consolidated Fund, and £20,000 out of the Defence Loan, was passed through all its stages. Mr. Gisborne has resigned his seat for Egmont, and a new writ has been ordered.
