NOTES ON PARLIAMENT. IMMIGRATION AND PUBLIC WORKS BILL. (FROM OUR OWN CORRESPONDENT.) WELLINGTON, August 17.

The Public Works Bill passed through committee last night, and waa reported with amendments shortly after eleven o'clock. The following new clauses and amendments were moved by the Colonial Treasurer, and inserted iv the bill :— "Part 3 : New sections to come in after section2s. The Governor may from time to time cause such inquiries, reports, and surveys to be made, and such acts and proceed' ings to be done and taken, as he may think necessary and sufficiont for the purpose of ascertaining the waterworks that ought to be constructed under this Act, and the mode of construction thereof, and for such purposes may from time to time employ and appoint and remove such engineers, surveyors, draftsmen, clerks, and others as he may think fit. There may be issued and applied out of any of the moneys authorised to be icu&cd under the said Loan Act for supply of water to goldfields, and made applicable to the purpose by the General Assembly, all such sums of money as the Governor m»y fiom time to time order for the purposes mentioned in the preceding section of this Act. Section 29 to be amended by substituting the word 'forty-fourth' in lieu of ' fomteenth ' in the fifth line, and the figure '7 ' (or 'S ' in the sixth live, and hy adding the words, ' and 'the *■ — section of the Payments to Provinces Act, IS7O : Provided that as to so much of such moneys as shall be expended out of any loan such charge shall be the interest and sinking fund from time to time accruing due in respect of such moneys, commencing from the date of the borrowing thereof, and a proportionate part of the costs of raising such moneys. Pait 4. Section 31 to be amended by inserting the woids 'after he shall have been,' m lieu of ' if he be' in the fourth line, and by inserting after the words ' the land is' in the sixth line ' and after he shall have agieed with such Superintendent upon terms for charging agaiust the province the amount to be expended in the purchase. ' Section 33 to be amended by omitting all thewords after the woi d 'provisions' in the sixth line. Part 9 : New section to come in before section 85. There shall bo a Minister for Public Works, to be appointed from time to time by the Governor, and such Minister or the Minister for the tune being acting for him shall have charge of the administration of this Act, and he may be assisted in the administration of this Act by any persons as a board to be from time to time appointed by the Governor for the purpose, which appointments the Governor is hereby authorised from time to time to make or revoke as and when he may think fit ; and a report of the proceedings of such Minister or boaidshall be annually laid before both Houses of the General assembly by the Minister of Public Works. Section 86 to be amended by inserting, in i lieu of the word ' shall' in the seventh line, the words ' may until the end of one year after the commencement of the engagement of any such officer,' and by adding at the end of the seotion, * and thereafter shall be paid out of such moneys as shall be specially appropriated for the purpose by the General Assembly such salaries as shall also be detei mined by it ; Provided, however, that in the case of other engineers or skilled pei sons engaged iv Europe or America for service in New Zealand, the Governor may if he thinks fit enter into engagements with such persons for a term of years not exceeding five years fiom the commencement of such engagement.' "
