Sib,— An "Old Publican," writing in the Cross of the sth instant, complaint of the legal restrictions imposed by the Government upon the liquor trade, restrictions which are reducing unfortunate publicans to the conditionjof paupers. He goes on to say that the license fee is enormous. Now, Mr. Editor, suppose the license fee was to be reduced one-half, and all the applications granted, what would be the consequence? Assuredly an inorease of intemperance, an increase of crime, pauperism, and misery.
