TO THE ELECTORS OF THE RAGLAX DISTRICT.

ALTHOUGH I have for Bfteen years been a resident in this province, and have throughout that period watched with the deepest solicitude its political interests and advancement, I have not hitherto attempted to take any direct part in public affairs— chiefly because the seats in the' House of Representatives have generally been filled by old members, whom I had no desire to oppose ; but now, .while the affairs of the colony we in the most critical position, so many of its public men have withdrawn from politics that I feel it incumbent upon me, iv common with all having a stake in the colony, and in a position to undertake public duties independently, to offer my best services to replace them. The numerous and influential requisition 1 have had the honour to receive convinces me that, in offering myself to the Electors of Raglan as a Candidate, I am but meeting the views of a large number of my fellow colonists, for whose opinion I cannot but have the highest respect. It appears clear that the machinery of Government, which has existed with only partial modification for upwards of ten years, ha* now reached such a pitch of complication and confusion that it cannot possibly go on without great changes. In any new system which may be devised, the interests of Auckland can only be upheld a-gainst the many ny» S arrayed against her by a consistent course of action being steadily maintained by the body of her representatives : if elected, I shall therefore deem it my first duty to promote a good understanding with my colleagues for this province ; and to forward that object I ahall not hesitate to give way, if needed on minor points not affecting principle : but the leading views from which I cannot depart |!||— Firat. That » reduction in the complexity and the cost, and an increase in the accessibility, of the Government, is essential. Second. That the avoidance of public troubles depends chiefly upon the removal of all obstacles and restrictions on the rights of property of the natives, and upon the recognition of the right to have all difficulties settled openly by course of law, and not by private negotiation with Government Agents; and geaerally by imparting to them as early as possible the fall rights and obligations of British subjects. Third. I believe that these objects can never be obtained until the affairs of the Northern Island are administered by a Government belonging thereto, composed of men fully acquainted with the wants and feelings of the people, and incessantly watching over them from a central and readily accessible position.

I need hardly Bay that in carrying out these views you may count on my absolute independence upon any one, and my freedom from any personal objects. I can further assure, you it will alwaya be my endeavour to use the utmost diligence in performing all the duties of your Representative, should you think proper to entrust me with them.
