GERMANY.

The Berlin journals of the Bth of August state that the King, accompanied by the royal princes and Grand Duke of Oldenburg, would proceed for a few day a to the Army of the Main. Austria had withdrawn her troops from the Eighth Federal Army corps. The Dresden Journal says nothing is known respecting the intention on the ]>art of Prussia to impose contributions upen Saxon towns, as alleged by several German journals. The same journal annouuces that special negotiations for peace were about to be opened between Prussia and Saxony.

The following is the summary from the Ifao Yorh ffcrald of August 21 :— EUROPE. By the Atlantic cable we have news from Europe dated in London and Paris at noon yesterday, the 20th instant. It is expected that the ratification of a treaty of ,peace between Austria and Prussia, and Austria and Italy, will be exchanged in France within ten days. Napoleon's frontier extension plan is not mentioned in Paris. The French Emperor disavows the intention of annexing Belgium to France. By the steamship ' St. David,' at Father Point, and ' City of London,' at this port, yesterday, we received advices, by telegraph and mail, to the 10th of August. The newspaper reports extend to the Bth instant, and go to confirm the special telegrams forwarded by our correspondents through the Atlantic cable, and published from day to day in the Herald, in every essential particular, viz. : — The text of the speech of the King of Prussia, the despatch of a military mission from Berlin to Russia, the municipal condolence with the Crown TPrince of Prussia on the occasion of the death of his child, the loss of the Italian iron ram ' Affondatore' by storm in the Adriatic, the seizure of ex-rebel American blockade runners at Liverpool for the United States, the fight between Mace and Goss, and other events. The London journals refer in words of very strong approval to the patriotic position assumed by President Johnson for the restoration of the Union as' against the radical republican "fanaticism" whioh is likely to " bring about another war." The people of Hanover are most violently opposed to the idea of annexation to Prussia, and we are told, are resolved to maintain "their independence and dynasty." They make a sort of appeal to England. Napoleon is said to have informed the Pope that the Frenoh troops will evacuate Rome on the very day named in a late order, and that his Holiness must treat "politically and financially" with Italy afterwards. The text of the peace preliminaries and armistice between Austria and Prussia are published in our columns. A full report of the twenty-one rounds — sharp, severe, and decisive — fought between Mace and Goss is also given. Consols were quoted at SS| for money, in London at noon yesterday (Monday) — United States flvetwentieswere at 69J the same time. The Liverpool cotton market remained unchanged at noon yesterday. Breadstuffs were firm and provisions dull on Saturday.
