Victor Emmanuel intimated positively that lie was not to interfere witb the Papal States during the lifetime of Pius IX. On no pretext will he send troops thither. Should a revolution break out in Rome, and the Pope take flight, the Italian Government will hold aloof, but will prevent Roman insurrectionists from receiving any support from without.
