PAPERS. Mr. Richmond laid oa the table further paper*, relating to the affairs of New Zealand. PBIVATE BILLS. The Duck's Nest Mill-dam Bill, and the Lincoln Eoad Mill d»m Bill, were read a third time and passed.

CANTERBURY PETITION. Mr. Haix moved, "That the petition of the bankers and merchants of the province of Canterbury, on the subjeot of the Bailors and Mortgagees Protection Bill, be printed, with the name* attachsd thereto." — Carried.

OUTLYING DISTRICTS. Mr. Hall asked leave to withdraw his resolution on tlrii subject, as he understood the Government were desirous of affording every protection to the outlying districts ; and in so doing took occasion to reply to some remarks which had fallen from the Colonial Secretary on a previous day. The resolutions ■were withdrawn accordingly,

CUSTOMS EEVENDE. Mr. Hall also asked leave to withdraw- his motion relating to tho adjustment of the Customs duty between the provinces of Nelson,, Christchurch, and Obago, on goods consumed in the Hokitika district, of whicli the duty has been paid in another.proviuce. Ho understood that the Government was inolined to take the matter into ifci favourable consideration.

LAVf PRACTITIONKBS ACT AMENDMENT SILL./ Mr, Pbendergast moved the seoond reading pf this bill, and in so doing stated the object oE it. The bill was read a second time" and the Council went iuto committee on it, and also cm the New Provinces Bill, Hawks's Bay Military Settlen and Colonial Defence Force Bill, and" Petty Sessions Bill.

PROVINCIAL JURY LIST BILL. This bill was read a second time and committed, after which the Council adjourned.

THURSDAY, OCTOBER 12. The Council met at 2 o'clock. PAPERS. Mr. Richmond laid on the table the written opinion of the Attorney-General on the interpretation of the Diseased Cattle Act, IS6I, culled for'by Mr. Hall

CLERK OF THK COUNCIL. The Speaker rend a letter he had received from Captain Lucas, late Clerk of the Legislative Council, tendering his resignation ; and stated that, on receiving that letter, he had written to * Mr, Leonard Stowe, a gentleman of considerable experience, offering him the appointment, and had also recommended him to the Governor. He had received the reply of the Governor, saying that Mr. Leonard Stowe had been appointed to the vacancy. He expected that Mr. Stowe would arrive in time to -"-fill hit appointment in the Council on the next day of Bitting.
