HOUSE OF REPRESENTATIVES.

The House met immediately after the departure of the Governor. Present, the whole of the members with the exception of Messrs. Taylor and Macandrew. The following new members were introduced, and took the usual oaths • —F. D. BeltT A. D. B. Brandon, C. H. Brown, Arch. Clark, J. T. Cookson, Jas. Farmer, Js. Featherstone, T. H. Fitzgerald, Wm. Fitzherbert, T B. Gillies, Th. Heale, Th Henderson, Ed. Jollie, J. F. Kelling, Thos, King, W. B. Ehodes, Alf. Eennall, J. C. Eichmond, H. Sewell. Mr. Stafford moved, that a bill " To amend the Banker's return Act" 1858, be read a fifst time. Motion carried. Mr. Speaker then read the Governor's speech, after which Mr. Stafford moved, that it be taken into consideration on Wednesday next (to-morrow.) Agreed to. I

Notices of Motion. Mr. Fitzgerald then gave notice that on the next sitting day he should move an humble address to the Governor, to convey to his Excellency the thanks of the House for his speech on opening the session. Mr. Carleton then gave notice that he should more on the next sitting day the appointment of a standing orders' Committee, to consist of Mr. Speaker, G. w! Eichmond, A. D. B. Brandon, Wm. Fox, Alf. Domett, and T. B. Gillies. Mr. Sewell gave notice that on the 6th August he should move for the production of the report of the Committee on the New Zealand Loan bill, 1857, and of all letters transmitted through the Governor to the Secretary of State relative to the evidence given before said Committee, and of all despatches to and from the Secretary of State relative to the same. F. D. Bell gave notice that he should move on the next sitting day the appointment of a house Committee, to consist of Messrs. Cookson, Henderson, Heale, Jollie, Moorhouße, Weld, Bell, (chairman.) Mr Wood gave notice that he should move the appointment of a library and printing Committee, to consist of Mr. Speaker, Messrs. Fitzherbert, Domett, Stafford, Carleton, and Ward. Some discussion then ensued as to the best day on which to take the Governor's speech into consideration, ministers expressing themselves willing to let the question rest entirely in the hands of the House, and Mr. Fox urging that in consequence of the voluminous nature of the papers which were to be circulated amongst members, a. longer time ought to be allowed for perusal than had been proposed. Mr. Sewell considered that ministerial explanations of papers might very much assist members in making them masters of the question, and that there should be as little delay as possible. It was finally agreed that the consideration of His Excellency's speech should be an order of the day for Wednesday next, Mr. Speaker pointing out that it would be then competent to any member to move a fuither adjournment of the debate. Mr. Forsaith gave notice that, on the next sitting day, he should move an humble address for an abstract return of all rejected applications by natives, during the period intervening, between Ist January, 1840, to 31st December, 1845, to sell land to" Her Majesty's Government stating, as nearly as may be, the following particulars :—": —" The name of the applicant or applicants, the situation and estimated extent of the land offered ; the terms, if any, of the offer, and the reasons, if any, upon which the rejection of the application were founded.

Mr. Stafford laid on the table a despatch received, in reply to an address from this House on occasion of the marriage of Her Eoyal Highness the Princes* Eoyal Ordered to be printed. Despatch from Secretary of State, replying to Address to Her Majesty, on the marriage of the Princess Eoyal; Despatch from Secretary of State, relative to assistance to be rendered to Agent of New Zealand , Statistics of the Colony, for 1858 ; Statistics of the Colony, for 1859 ; Eeport of Judges on qualification, and admission of Solicitors ; Eeport of Judges on a Supreme Court Jurisdiction Bill; Eeport of Judges respecting Criminal Prosecutions and Justices of Peace ; Papers relative to Acts of General Assembly, Session, 1858 ; Papers relative to disallowance of Provincial Bills (in continuation of Bills presented 13th May, 1858); Further papers relative to Military Defence of the Colony (in continuation of papers presented 23rd June, 1858); Further ditto ; Further papers relative to Steam Postal Service (in continuation of papers presented 23rd June, 1858); Papers relative to establishment of lines of Electric Telegraph; Eeport of Postmaster-General on Postal Service of New Zealand. The following papers were presented by Mr. Eichmond • — No 1. Finance Accounts, from Ist October, 1857, to 30th September, 1859 ; Further papers relative to Native Affairs (in continuation of papers presented 28th July, 1858 ; Papers relative to the right of Aboriginal Natives to the elective franchise; Papers relative to the Native Insurrection; Observations on the Aboriginal Inhabitants (Mr. Fenton.) Mr. Ward gave notice that, on the next sitting day, he should move for a return of all Crown Grants lying in Government Office*, specifying the Provinces, and the dates of the transactions to which they shall be found to refer. Mr. Stafford then moved an adjournment of the House till Wednesday next. Before sitting down, however, he would mention that a member of that House—Mr. Weld—had recently joined the executive. The duties of the Ministry had become so onerous that it had been found necessary to look for further assistance, and he (Mr. S.) believed that the accession of a gentleman so well known as the member for the Wairau would be a source of gratification to the country.
