Durixg the debate on the address in reply to the Governoi's Speech, the member for the Bay of Islands took occasion to advert to the delay which had taken place in regard to the arrangements between the Union Bank of Australia and the Home Government concerning the half million loan. He attributed this, as will be seen by our report of the proceedings, to an oversight of the ministry, who had forgotten to send the Governor's requisition for the money. The Co-
