THE NEW RUSSIAN LEVY.

The following are the teims of the manifesto issued by the Emperor of Russia in ordering the new levy: "We Alexander II , finding it indispensable in consequence of the losses which our troops have sustained during the campaign of the present year, to render our army complete so as to enable it to repel the future attacks of the enrmy, do ord<iin : list. That a general recruitiug of the whole empire shall take place at the rate of ten men for every thousand inhabitants conformably to the terms of the ukase which we have addressed to the Senate The governments of Paskow, Ptiltowa, Tcberingon, Kborkow, Ecatherinoslaw, Cherson and Tauris will be exempted from the le7y. "2nd There will be included in tho general recruiting other classes in the same proportions. The Jews are not exempt from serving in the army, but will be requiied to furnish ten men in every thousand. "3rd. The enrolment will commence on November 15, and teuninate on the 15th December next. " Dono at Nicholaieff on 15th of October, in the year 1855, in the first year of our reign, " Raving decided by our manifesto of this day to effect a general recruiting of the empire, with the exception of the governments therein named, we do order : > j " For the equipment of the recrnits, with the j exception of the half-cloaks (demi-pelisses), which •will be furnished by the special commissariat, there will be received from this last the value in silver, according to the price at which this equipment^not comprising the half-cloaks, is returned to the commissariat, viz , 7 roubles 80 copecs per H>an. "We have left to our Minister of War all the necessary military arrangements, and we entrust the Senate with the prompt and orderly executioD of the recruitment This ukase is addressed to the Minister of War. The following postscript is added ; — Having, by our decree of this day, decided, &c, we order. " 1. That the recruits forming part of the present levy shall be distri buted in the different armies, conformably to the orders which we have given you. "The equipment of the recruits shall be proceeded with according to the regulations in force."
