In order to imtke room fr-r the^imiinrtant English news? which will he found in the Supplement, nnd also to enable us to furnish a large instalment of th<» proceedings in tlie House of Eepresentative«s, we exclude, for the present, much of our leading and other matter.
The Provincial Council met on Saturday at 2 o'clock. The Sneaker announced hiving receiver! the following Message fn»m his Honor the Superintendent: — The Superintendent of the Province of Auckland hcis received the Debentures P.ill t'nnsimttpd for fv's assent by the Provincial Council The Superintendent will not withhold absent to the Bill in its present shape, but recommend"* to the Council that it be amended by substituting the word "ten" for the word " eight" in the rate of interest. He is induced a second time to make this request, because he has been sjiven to understand that the rejection of his former proposition to the snme effect was carried when but few members of the Council w.?re present. The very serious results that must ensue in the total stopwig" of public works, should a loin not be pffected. which the Superintendent believes would be the ease at a lower rate of interest upon Debsntnres than ten per cent., justifies him, he considers, in formally submitting the proposed amendment. (Signed) Wm. Btjo-wn. Superintendent's Office, Superintendent. Auckland, Sept. 22nd. The Council then resolved itself into Committee for the consideration of the above Message — Mr. Taylor having moved in Committee that the amendment propose! by lii-s FTon«ywbe adopted, it was carried without any mnterial-oppos'tirinV The Bill was then parsed, and the Council adjourned till 3. The Speaker having resumed the chair at that hour, announced to the Council that he had presented the Debentures Bill to his Honor the Superintendent, who was now waitmsr the termination of the business of the Council, in order to its prorogation. His Honor the Superintendent hav'ng bepn introduced by the Clerk, took his place on the right of the Speaker, and delivered the following address : — Gentlemen of the Provincial Council, — T ha w e to inform yon th°t T have this day T^nt^d. on behalf of the Governor, to two Acts which have been submitted to me by your honourable Speaker, the one for the further'appfop'riation of the revenue for the last six months of the year 1850, and the other empowering the Superintendent to raise a loan of £25,000 by the issue of debentures. Understanding that, with the passing of these Acts, the business of the Session is clos?d , it_iemams for me to declare, as I now do, that this Council stands proxogued till the first day of December, 1855.
