(Received September 25, 1.45 a.m.) PARIS, September 24. Progress results in yesterday’s Freiieh municipal elections, the first since IJot, reveal that the people of France have apparently swung strongly to the left. The Socialists, with one-third of the ballots returned, have gained 102 seats and the Communists 23 at the expense of Right-wing and centre groups. The final returns will not be available for at least a week. . Women voted for the first time and at least one woman was elected. Those elected so far include the pre-war 1 rentier, M. Herriot, and also four of General de Gaulle’s Ministers, M. Diethelm, Minister of War, is the Only, Minister so far to fail to gain a majority, but he has another chance next week.
