Doolittle Again Flies Over Japan (Received September -1, 7 p.m.) TOKIO, September 3, Lieutenant-General Doolittle, commander of the Eighth Air Force, flew over Japan for the first time since bw famed initial raid of April lb, 134*.. General Doolittle, General Lemay, and Lieutenant-General Nathan Twining, ot the Twentieth Air Force, surveyed the bomb damage in Tokio .’ and Yokohama from a low altitude. . General Twining said thaj: the Japanese, unlike the Germans, did not attempt to repair the damage, and seemed to be stupefied and helpless. Everything in Japan was "going to pot.’’ General Lemav said that the Japanese had handed over their best motor transport —practically all they had—but the cars did not last 24 hours. He added that the attacks on oil refineries were so successful that the Japanese had only about one tanker of oil left at the end of the war. . , Major-General Hugh Casey, General MacArthur's chief engineer, after an inspection trip, reported that lokio and Yokohama, though heavily damaged, would require less reconstruction than was expected. Yokohama port was >» operable condition, the. railways were in reasonably good shape, ano the highways could easily be made serviceable.
