ON AMERICAN SOIL
Soviet Cargo Assembly Point (Received October 1, 9 p.m.) NEW YORK, September 30. The Seattle “Post Intelligencer” says Russia has been secretly operating a naval base on American soil for the past 15 months for the transhipment of cargoes and refuelling Russian armed vessels, according to Representative Warren Magnuson, a member of the House Jlaval Affairs Committee, who declared that the Navy Secretary, Mr. Forrestal, had confirmed that Russia was operating a base under lend-lease agreement. Mr. Slagnuson said the port has a harbour several miles long and nearly a mile wide with a large pier, warehouse?, oil storage facilities and living quarters for an undetermined number of men. Mr. Forrestal yt a Press conference in San Francisco said the Russians had been given facilities for an assembly point for cargoes and supplies, but this did not constitute a military base.
