Powers’ Security Plans (Received September 29 12.5 a.m.) WASHINGTON, Sept. 28. The Assistant Secretary of State, Mr. St.ettinius, announced that the first phase of tie Dumbarton Oaks conference wifi end today and the second phase (Britain, America and China) will begin tomorrow and is expected to conclude ’text week, after which a memorandum containing the recommendations of all four delegations will be sent to the respective Governments and made available for public study and debate. ' ~ , . Mr. Stettinius added that the lirsu phase had reached very wide agreement on the international security organization, nnd the United States hoped to convene a security conference of all the United Nations fur December.
