PERMANENT CHAIRMAN
(Received August 23, 8.10 p.m.) ■ WASHINGTON, August 22. The State Department announces that the heads of the three groups at the Dumbarton Oaks conference appointed Mr. Stettinius permanent chairman of the conversations. Should Mr. Stettinius lie absent, M. Gromyko (Russia) and Sir Alexander Cadogan (Britain) will act alternatively as chairman. A toast to the “defeat and damnation of the Germans” was offered by Sir Alexander Cadogan and drunk last night at a dinner tendered to the delegates by Mr. Stettinius.
