Subasic DEMOCRATIC BASIS

(British Official Wireless.) (Received August 22, 7 p.m.) RUGBY, August 21. It is announced that M. Subasic, Yugoslav Prime Minister of the Government iu London, and Marshal Tito, president of the National Liberation Committee, have signed an agreement providing for a Royal Yugoslav Government to be formed from those progressive democratic forces which have not compromised themselves in the struggle against the national liberation movement. “The main task of this government,’ says the agreement, “is to render all possible aid to the national liberation 'my as well as to all others who from now on fight with equal determination against the common enemy of our Fatherlaud, bilt on condition that the later join a single national front. It will also be the duty of this government to ensure the supply of foodstuffs to the Yugoslav population, and to see that the work of our representative bodies abroad and representatives on international commissions has due care for our national rights, for the needs of our people and for the national liberation struggle within Yugoslavia. - Other points in the agreement are: The National Committee of Liberation and the Royal Yugoslav Government ot M. Subasic will appoint organs which will co-ordinate collaboration in the struggle against the enemy, in the task of reconstruction of the country, and in the conduct of a foreign policy, thus facilitating as soon as possible the creation of the single representation of the State. , 'Question of Monarchy.

Subasic’s government will make a declaration (a) recognizing the national and democratic achievements ot the Yugoslav peoples during the three-year struggle, by which the foundations of a democratic federal organization has been laid, and a temporary administration set up by the Anti-Fascist Council of the National Liberation Army and the National Liberation Committee as the exevutive organ; (b) giving full recognition to the fighting forces organized. in the national army under Marshal Tito and condemning all traitors who have collaborated with the> enemy openly or secretly; (c) addressing an appeal to the whole nation for all the fighting forces to join up with the national army in a single front. , On his part, Marshal Tito, as president of the National Liberation Committee, will issue a declaration of collaboration with the government of M. Subasic, and will also once again make it clear that the national committee will not raise the question of the final organization of the state during the war.
