Assurance Of Return To Democracy (Received June 1, 11.20 p.m.) QUITO (Ecuador). June 1. Ex-President Ibarra has assumed the presidency. He announced that he‘Would democratize the country within two months and re-establish the Constitutional Assembly. He said he did not want to be a new dictator, because dictatorship corrupted people.
