REQUEST BY ALIEN REFUSED
Business Partnership “This committee is averse to allowing aliens to start in business,” said 'Mr. J. J, Scott, chairman of the Wellington Industrial Manpower Committee, during the hearing of an appeal by Gustachio Del Fevero, terrazzo worker, aged 21, against the decision of the district manpower officer in refusing him permission to terminate his employment with Gasparini Bros., Wellington, terrazzo workers. It as stated that Fevera was anxious to start up in business in Nelson. The appeal was disallowed and the committee recommended that the district manpower officer in Wellington direct appellant to other essential work in the same industry, K Mr. W. F. Ongley appeared for appellant. The district manpower officer was represented by Mr, D. R. Rankin. Mr. Ongley said Fevero was in partnership with Eddie Da Vanzo (Nelson) in a contract for terrazzo work in Nelson. Fevero had had considerable experience. All that w(is sought was that appellant should be released from the contract and he would report back to the manpower authorities at its conclusion. Mr. Rankin said Fevero had had a previous appeal to enter business on his own account disallowed. Now he brought along a partner. Wellington was hard pressed for labour. It was not the policy to send labour away from Wellington. Mr. Gasparini submitted a letter which included reference to appellant as a disturbing influence, and he was prepared to release him. Public attention had been focussed on the question of aliens setting up in business, said Mr. Scott, and the committee owed a duty to the public. However, before any public opinion had been voiced on the matter the committee was of the same mind.' Mjhen Italy entered the war many Italians in this country iu business had been directed to other work. Conditions had changed somewhat since then, but other factors still applied. It could also not he overlooked that appellant had caused a great deal of trouble.
