AMENDED MANPOWER REGULATIONS

Employers’ New Obligation Dominion Special Service. AUCKLAND, February 15. One of the most important amendments to the Industrial Manpower (Emergency) Regulations which came into force yesterday was the obligation placed on all employers who were subject to the Restriction of Employment Order to notify manpower officers of terminations of employment, said the Controller of Manpower. Mr. H. L. Bockett, yesterday. He added that a number of other alterations were’ included in the new issue of the regulations. “Under the previous regulations employers who were subject to the Restriction of Employment Order had to obtain the permission of manpower officers before engaging any staff, irrespective of •age, but there was no obligation op the employers to notify manpower officers of termination of services," said Mr. Bockett. “Such labour was therefore/ often able to drift into other industries without any regard to priority requirements.

“Under the new regulations manpower officers will have an opportunity of directing this labour in accordance with the prioaities existing at the time,” he eaid. "Employers still have to obtain permission before engaging any labour. The Restriction of Employment Order applies to all cities and main boroughs in New Zealand and applies to all employers except those in essential undertakings and one or two minor exceptions. The latter include waterside work, farming and casual engagements lasting not more than three days.” Mr. Bockett said that a special form had been printed by the department for employers to notify manpower officers of terminations and would be obtainable from the National Service Department within a few days. Notifications had to be made within 24 hours of lite termination, though they were desired earlier where some days’ notice had been given by the worker or the employer. The information to be supplied to the manpower officers included the full name, age, and address of the worker, the class of work involved, the reason for tile termination, and the date of the cessation of work.
