T-G. (Wellington) : The Treaty of Brest Litovsk was negotiated between Russia and the Central Popers (Germany) in two instalments. Dr. Jolie was the Russian representative during the first period, except when Trotsky was present in person. After an interlude, during which Germany collected Estonia and other Baltic states, the proceedings reopened with Sokolnikov as the Russian representative. He signed the drafts under compulsion. One of the clauses demanded the supply of a million tons, of bread to Austria. There were also secret clauses detrimetal to Poland.
