Improved Conditions At Cost Of £5,500,000 (By Telegraph.—Press Assn. —Copyright,) (Received November 27, 8 p.m.) LONDON, November 26. Sir John Anderson, Lord President of the Council, announced in the House of Commons that wartime improvements in the conditions in the fighting services was costing the, Exchequer £5,500,000 annually. One change establishes greater uniformity in the rates of pay between the lower commissioned ranks of the Navy and Army. A second change increases by £lO the existing outfit allowances to officers of £35 for the Army and £45 for the Navy and Air Force. The tropical kit allowance has been increased from £5 to £lO. A third improvement relates to expenses occurring before the birth of a child. In future the children’s allowances will be payable to wives from a date three months before the expected date of the birth of a child instead of from the date of birth.
