The Factory Controller has issued the above-named notice (Serial number 1942/ 213). published in the N.Z. Gazette of July 16, 1942, and in force the next day, directing and notifying as follows: — No person, including collectors and buyers of waste paper shall, except as authorized or directed by the Factory Controller, with respect to ANY WASTE PAPER. (a) Destroy it (except to prevent spread of any infectious or contagious disease or to save property from immediate danger or destruction or damage by fire or otherwise. (b) Throw out or abandon it otherwise than by making it available to a waste paper collection scheme in the district. (c) Dispose of it otherwise than to a collector or buyer thereof. (Collector means any person collecting waste paper whether or not as a trade, business or employment.) (d) Put. it in a refuse-bin or other receptacle for refuse except to safeguard rubbish. (e) Mix it with any other material or article. PROVIDED that nothing in the foregoing shall be taken to prohibit or restrict the use of any waste paper for necessary or reasonable purposes or the disposal of it to any person requiring it or believed on reasonable grounds by the disposer to require it for such use. In the notice WASTE PAPER MEANS any waste, scrap, worn-out, or disused material or article being PAPER OR CARDBOARD, or article made therefrom, but does not include greasy, waxed, or carbon paper or cellophane or any secret or ’confidential document. SCRAP RUBBER CONTROL NOTICE. 1942. The Minister of Supply and Munitions has Issued the above-named notice (Serial No. 1942/220) published in the N.Z. Gazette of July 16, 1942, in force the next day applying to ALL SCRAP RUBBER, RUBBER SCRAP. DISUSED MOTOR-VEH-ICLE TYKES AND TUBES and ALL OTHER ARTICLES made substantially or principally of RUBBER no longer in use or kept for their original purpose and not containing robber in form of vulcanite By the notice no person shall (a) Use any motor vehicle tyre or tube or any other article substantially or principally made of rubber except for its intended purpose.
